" Coastal States shall exercise their sovereign rights over their exclusive economic zones for the purpose of exploring and exploiting, conserving and managing the living resources thereof in accordance with this Convention and may take such measures, including boarding, inspection, arrest and judicial proceedings, as may be necessary to ensure compliance with the laws and regulations adopted by them in conformity with this Convention."
